Le CECI vise à améliorer le bien-être économique et social des personnes les plus pauvres et les plus marginalisées en Afrique, en Asie et dans les Amériques, grâce à l'appui de volontaires. Le CECI vise particulièrement à renforcer la place et le leadership des femmes et des jeunes femmes comme actrices de changement pour un développement durable et inclusif. En partageant leurs compétences et leurs expertises, et en travaillant en étroite collaboration avec des partenaires locaux, les volontaires du CECI contribuent à renforcer le pouvoir économique des femmes et des jeunes femmes et la résilience des communautés face aux changements climatiques.
Monitoring, Evaluation And Learning Advisor
Flexible duration with a minimum of 9 months.
In Rwanda, CECI supports the economic empowerment of vulnerable women: farmers and breeders, heads of household and young mothers, those living in refugee camps or involved in cross-border trade. Although considerable progress has been made towards gender equality in Rwanda, especially at the political level, the situation of women in at the household level requires effort. CECI volunteers work in collaboration with civil society organizations to improve women's economic opportunities. In collaboration with women's rights organizations, volunteers also support the creation of an enabling environment for gender equality.
Functions
The main partner organization (on the contract) for this assignment is Forum for African Women Educationalists (FAWE) Rwanda but the volunteers will be supporting different partner organizations including but not limited to Association of Kigali Women in Sports (AKWOS) and The Rural Development Initiative (RDI).
- Contribute to the development of a monitoring, evaluation, and learning (MEL) framework specific to the partner organizations.
- Assist the partner organizations in developing a monitoring format by user category and its associated guidelines for use in the monitoring process.
- Support the partner organizations in implementing the MEL framework, guidelines, and other tools.
- Collaborate with the partner organizations in developing process, output, outcome, and impact indicators for progress monitoring.
- In collaboration with the partner organizations, develop or modify record-keeping and reporting templates and formats that align with their requirements.
- Conduct an MEL capacity needs assessment for the partner organizations and identify gaps.
- Train staff on monitoring and evaluation (M&E) and in preparing/writing periodic progress reports, results changes, and success stories.
- Contribute to on-site project monitoring visits for M&E personnel and assist them in utilizing monitoring techniques.
- Support and guide M&E staff in preparing monitoring reports and facilitate feedback dissemination.
- Assist in the MEL of the Volunteer Cooperation Program (VCP).
- Take into account gender equality, rights and diversity in all activities, with particular emphasis on the participation and representation of women and young women in all activities;
- Integrate environmental issues and climate change adaptation in all activities;
- Make sure to respect, at all times, the organization's guides, manuals, guidelines or instructions related to security and safety;
- Take the necessary means to ensure your own security, namely by establishing an individual risk mitigation plan in your place of assignment;
- Participate in communication activities designed to share your volunteering experience with those around you and raise awareness of international solidarity issues.
- Organize or support a fundraising event to contribute to community efforts in collaboration with local partner organizations. You will have access to the necessary tools and the support of a resource person throughout your mandate;
- Write the reports required by the partner organization and the CECI program.
Required skills
- University degree in monitoring and evaluation, project management, development studies, statistics, quantitative data analysis, or a related field.
- Have relevant experience in monitoring and evaluation.
- Experience in project planning is an asset.
- Ability to work in a team and conduct training sessions.
- Strong teamwork skills, able to collaborate with diverse partners.
- Proven experience in program design, development, and management.
- Knowledge of performance evaluation techniques and key indicators is a plus.
- Analytical mindset with problem-solving abilities.
- Proficiency in spoken and written English; knowledge of French is an asset.
